Happy day for the environment?

Today the Russian parliament (State Duma) have voted in favor of the Kyoto treaty.
This is good, even if there is some hidden agenda (as the article suggests w/ regard to WTO). Unfortunately, the worlds biggest polutors US and China have not yet agreed to cut their emission rates to the required 5.2% below 1990 levels by year 2112. It is time for the blind and brainless economists, including the one mentioned in the article, and other key people in power to put their economic fears away and to stop concentrating on short term economic success when dealing with a real, long term, threat of the future existence for us and our world.

The Kyoto treaty would be a small step forward for us (humans) to realize that the way we interact with the environment has consequences not just to the environment, the numerous creatures inhabiting it, but on our future as well. Unfortunately, I fear that this will be yet another agreement that will not be followed properly (ie out of good will for all humans) but will become a source of loopholes, arguments and debates, countries and corporations cutting corners. I really hope that the fines mentioned for not meeting the requirements for emissions are very significant and planned with a country's wealth in mind: to discourage countries, most prominently the US, from pursuing these corner cutting and selfish tactics.

I'm especially concerned with this planned trade of emissions ... I can already see, rich corporations buying emission rights from other places in the world, making such trade common and acceptable. Hopefully, there will be some real government regulation of corporations when it comes to this.
